It varies pitch by pitch and depending on the specific batter and pitcher. There are some hitters who just seem to “own” certain pitchers and hit well against them, and vice versa. Then within an at-bat, the pitcher probably has some advantage at the start. But if he throws a ball and the count goes to 1–0, most of that advantage goes away. If he goes to 2–0, the advantage is definitely with the batter. If he throws a strike with the first pitch, the pitcher’s advantage increases. At 0–2 the pitcher has a huge advantage because he can throw anything in any location and the batter has to defend the whole strike zone.
